| There were many news agencies outside reporting the news of the current court battles. Many lawyers and political figures had made their appearances in the Supreme Court today. Many of the civilians have gathered outside the large courthouse and were all talking about the newly created Government group, CIA. Within the courthouse, many news agencies had gotten in by “Press Pass” or had pulled a few favors. Within the court, the battle for power raged on. The six supreme judges sat and listened to the different lawyers. There were there from the GSU and three from the CIA. Each had their own view points and opinions.
“The treaty and formation is illegal under UNSC law. That treaty is a simple power manipulation to reduce Human influence. It was a tactic that succeeded into nullifying our power and made it easy for the Alliance of Kings to control us!”
“That is ridiculous! The treaty was made to help fight the Demonic Crusade, to unify and rid the Galaxy of the evil!”
“How did that go? We lost the first battle and then from my reports, a celestial did the job for us. We failed and someone did the job for us. Now, the GSU had no need of existing! The punishment on the ONI agency should be lifted and power should be resorted back to our people and not controlled by someone from the other side of the sector!”
The lawyers battled back and forward amongst themselves. The judges sat and listened to both sides. Soon, the recess came into effect and everyone will convene within one hour. Each side of the argument stayed in different sides of the room. The tension had been boiling and the CIA lawyers were far more aggressive than the GSU lawyers. |

| Elias grumbled to himself as he weaved through crowds of reporters, politicians, and civilian onlookers either pressing against holographic barriers blocked off by military police or flowing in and out of the double doorway into the unusually large courtroom where paired legions of lawyers duked it out in reference to the legality of a new GSU organization apparently called the Colonial Intelligence Agency. In other words, it was ONI, except brand new and with a different name. Though said name wasn't fooling too many people given the army of angry civilians crowding around the Supreme Courthouse.
And that was where Elias came in. He was now just about halfway done circling the building with a pink sharpie in hand. Tiny bits of magical energies swirled around the wizard's hand as he marked subtly hidden stylized runes at regular intervals around the outer wall of the building, linking each mark into a sort of magical 'chain' he had designed to detect the presence of weapons - mostly guns and knives - charged with murderous intent, or at least the intent to injure another. Elias hadn't spent much time actually setting up the ward, so it wouldn't be able to do much more than alert the wizard of the people being there. Intercepting and dealing with any would be up to the correct channels. Hopefully, all Elias would have to do was tip off the local security, sit back, and enjoy a bunch of lawyers slinging insults barely concealed as law.
Normally, the whole process would have taken no longer than a few minutes, time which was nearly tripled thanks to hundreds of people crowding the outer halls and staring at the various screens showing the action inside. It also didn't help that he had to use a hastily cut and enchanted paper bag mask to keep people from noticing his surprisingly comfortable and stylized Navy blue Nypherian high command uniform. Somehow, the enchantment had worked too well and anyone who didn't know any better missed Elias' presence entirely, which made navigating the crowds significantly more difficult. But now that Elias had finished an entire loop of the building, he was now back at the entrance to the courtoom itself. He discarded the paper bag and dropped it to the ground, allowing the device to be trampled and disfigured by crowds of well-dressed civilians.
"Is it necessary to hide your affilliation with the grand Nypherian Empire," Marcus Flynn commented gruffly as Elias popped into the man's vision.
"I can't have people suspecting a supernatural maniac ready to blow up the place," Elias replied, "High Command or not, I don't want people suspecting us of poor intentions."
Flynn grumbled in compliance as his hands brushed over a small Nypherian plasma pistol almost perfectly concealed in his somewhat less prominent Lieutenant uniform as he and Elias strolled confidently through entrance to the courtroom itself. They nodded to a security officer before ascending a flight of stairs to an upper tier reserved for higher ranking political onlookers. |

| The air was soon filled by the noise of turbines and the familiar sight of a UNSC Falcon helicopter came into view. The Falcon swooped over the massive crowd and carefully lowered itself behind them, allowing bystanders to get out of the way. When it finally settled onto the ground, its twin turbines began to slow down slightly.
From within the helicopter emerged Vice Admiral Yusuf Al Thani - recently promoted to the position in light of his membership with the GSU Council - with which High Command had now been merged. The Admiral was dressed in his regular officer's uniform adorned with many medals that he had earned over his years of service.
He stepped out into the sun, instantly garnering the attention of many news reporters. Camera drones flew around him, capturing a video feed of the Admiral from every angle as he walked towards the crowd of people. Two marine guards to each side ushered the crowd to make way for the Admiral as he crossed the path to the court building.
"You're late." Came the voice of Selina from his earpiece. "They're already in recess." "All the better for me then." The Admiral replied. He showed his pass to the guards at the entrance to the building and they let him in.
Soon he was strolling into the courtroom, prompting a few people to turn and look at him. Instantly he realised the tension between the GSU and CIA lawyers. Things already weren't looking good it seemed. He walked over to where the GSU lawyers stood and greeted each of them, before looking over to the CIA representatives and sending over a nod of respect. He then took a seat next to the lawyers, waiting for the session to start resume. |

| The court reconvened and the judges opened the floor once again. The GSU had first dips on opening words as they had one lawyer get up from the table. She stood up in front of everyone, “Thank you your honors. We have gone through many dark times alone in this Galaxy. We struggled in our wars and have lost many. Our newest challenge was the Demonic Crusade and the threat that they have caused for the entire galaxy. We formed the GSU after the loss. Our first engagement proved that we needed to be united. Under the conditions for the Alliance of Kings, we would dismantle the power of ONI and their charges of crimes against humanity. This is nothing more than a power grab! Anyone can see that CIA is just ONI with another name. Don’t be tricked by their words of claiming that they are for Humanitys best hope.”
The lawyer finished her statement and sat down. The CIA lawyers discussed amongst themselves and finally one got up and stood in front of everyone. “Thank you your honors. Fellow humans, they claim that the alliance and formation of the GSU was for the better good. To fight the Demonic Crusade and save our right to live as a species. I will agree, that the Demonic Crusade needed to be dealt with. However! We as the GSU did NOTHING in stopping the Demonic Crusade. A celestial, by reports coming from the Nypherian Empire and the GNN, stated a Celestial had destroyed the Demonic Crusade for us. ONI, was accused of crimes against humanity but zero evidence was given, only the acceptance of hearsay which by OUR LAWS, it not admissible in court! We bowed to the Alliance demands and became a puppet for their laws. Look at how much we had to change. Look at how much our laws changed because of this new formation. We the proud UNSC, bent over to the Alliance of Kings and became their slave.”
While the lawyer rambled on, the Nypherian Officers watched and listened to the man. Yusuf Al Thani, could see the two Nypherian officers in the higher seating in the court room. They had their own booth and to him, they stood out. It is obvious they Nypherians had a vested interests in the court proceedings. |

| Not more than a minute after Elias and his subordinate 1st lieutenant, Marcus Flynn, had taken their seats when the unforgivable mess of a loosely interpreted wasteland known as court had taken a break from trying to outdo another with seven different potential inflections of the word 'absolutely' from a dusty old book no one needed until two hours ago. Due to Elias' relative lack of knowledge about law of any kind, he didn't even bother to attempt to follow what had been happening below, and it seemed Lt. Flynn hadn't been able to do the same. If anything, he'd taken it upon himself to watch the door more than the court of law.
"No one should be getting past my ward, lieutenat," Elias commented as his right fingers quietly drummed on his thigh, silently testing the barriers of the ward for even the slightest pop or inflection.
"There are ways around magic," Flynn replied, "A nypherian officer would never count on one measure."
Then a GSU Admiral, the same one from before Hades, entered the room flanked by two rather heavily armed marines. A blatant statement in Elias' opinion, but it didn't matter. The courtroom was GSU jurisdiction after all. The admiral took a seat behind the squadron of Galactic Systems Lawyers, GSLs for short. The faint gesture was more than enough to plant the man's position in Elias' head. The Admiral was against the CIA, statement and fact.
After a depressingly short five minutes had passed, the Court reconvened and the two parties presented their arguments. A GSU lawyeress went first, essentially stating that the CIA wasn't anything more than a new ONI with a new skin. A perfeclty good argument in Elias' opinion, but it took more claim than fact for an opening statement, something the CIA lawyer took full advantage of in his following statement. The man stuck his ground and spoke of how weak the former UNSC had become by bending over to the Aliance's metaphorical member of laws despite the fact they'd been operating the court under what Elias had assumed were UNSC laws. The only thing the man left out was that it was entirely Elias' demand that ONI became disbanded. A fact he didn't mind having left out given that plenty of ONI agents wouldn't be pleased, thus muddling Elias' focus on the ward he'd set up. Elias tried to keep up a mask of focus on the court's words with the following statements. |

| The Admiral spied the two Nypherian officers and instantly wondered as to what their intentions might be. He hadn't considered that the Nypherians may be interested in GSU politics. Intelligence for their empire perhaps? He'd need to be careful.
"If I may." Yusuf called out over the lady. She fell silent as she heard the voice of the well-respected Admiral. Yusuf stood up and took a step forward.
"I agree with the honorable lady in the fact that if we were to grant the newly built intelligence agency with as much power as before, there is no reason to believe they wouldn't try to do what they did again. The CIA and its activities should be fully monitored by the GSU Council as it now serves as intelligence for both. Yes, it wasn't this alliance that brought up victory over that Celestial - but this in no way serves as an argument against our alliance."
"Objection!" One of the CIA lawyers shouted as he stood up. "You're talking nothing but semantics, Admiral. You have no evidence against us, neither do you have any evidence supporting the alliance. It was made under desperate circumstances with only THREE of our personnel being present! And one of them was you! With respect, your biased viewpoint has no place in the court!"
Yusuf nodded, his expression showed calmness as was his demeanor. "Thank you sir, for pointing out the flaw in my argument. It's true, I did not present any evidence - a mistake I shall rectify right now." The Admiral reached into his pocket and pulled out a thin device resembling a smart phone. He searched for the files that were highjacked from one of ONI's servers a few months ago by Gavin and Diana, and sent it to the judges' computers. "If you could direct your attention to your computers, your honors, you'll see all that ONI had to hide from the UEG, the UNSC and even parts of itself. The files that I have sent you contain detailed plans for the controlled and systematic extermination of all supernatural species on the planet. The files also imply that if this were to be successful, they'd repeat the process for all of Earth's colonies."
The Judges scrolled through the information and what they saw confirmed what the Admiral said. They began to murmur amongst each other. The Admiral then turned and stared right into the eyes of the CIA lawyer. "I am in no way against the formation of a new intelligence agency. However this new agencies operations and activities must be carried out under controlled conditions, strictly monitored by the GSU council. Failure to do so may result in a repeat of the events that took place months ago, as well as potential destabilization of the GSU." He turned to look at the judges, nodded and sat back down. |

| The arguing continued for many more days. Finally, an agreement had finally been made. It had been announced on the news and the VNN. The CIA had garnered some of their old power but not a lot. Though, it was enough to begin other operations. The rules were simple, they were to give evaluation reports everyday and provide detailed discussions on their day to day activities. There were 6 known sections of the CIA and each section had to provide reports and detailed explanations of every operation they had planned on doing. If it had a "schedule" it needed a report. These rules would place a lot of pressure on the CIA and give the GSU, a large understanding and a bit of control on the CIA.
The Nypherian officers, Elias and Flynn were discussing outside of the courtroom. "Sir, do you think the CIA will comply? With all the effort that had been put into this case and all the proceedings, it seems there are other motives. I have a bad feeling about this." he said to Moff Elias. The crowd seemed indifferent on the court rulings. There were some that agreed with the CIA ruling, others had a hatred towards the GSU and were on the side of the CIA, and others were GSU supporters. Indeed it had been a long and harsh court proceeding for everyone.
The Nypherian officers stopped chatting as the CIA officials walked out. They glared at each other as they passed by. By Nypherian and CIA had an obvious beef with each other. The glares and body language told the entire story of their hatred for each other. Like foreshadowing future confrontations. |

| After several days of watching not only boring, but exhausting lawyer battles, the court had finally reached a decision: the CIA would be able to continue existing, but every single thing they did was to be carefully documented and reported to the GSU at large in frequent reports, a separate one for each of the six divisions. Now that the decision had been made, Elias found himself chatting with some of the more organic Nypherian officers. One of them questioned whether or not the CIA would be perfectly honest.
"Of course they won't be," Elias replied, "The CIA won't be able to be as open with their actions as ONI was, but we would need extreme scrutiny at the highest levels in order to keep them straight."
Just as Elias finished his sentence, the doors to the courtroom almost slammed open. CIA officials stalked out of the courtroom, clearly displeased with the relative lack of freedoms they had from beforehand and even more clearly displeased with the presence of any non-GSU presence anywhere near them or their space. Except this time, there was nothing the CIA could do about it. Openly at least.
"It seems we've stayed beyond our welcome," Elias commented, "If we were welcome in the first place." He watched the CIA officials exit the building. "Anywho, I'm headed off," Elias finished before exiting the building himself and strolling towards the row of Nypherian armored cars parked out back. |

| After the proceedings had finished, Yusuf made his way back to the Falcon helicopter on which he arrived. As he sat on one of the passenger seats, Selina's voice came through his earpiece.
"Well, at least we came to some sort of agreement. Still, we seem to be on shaky ground at the moment. Relations don't look too good from the looks on their faces." She said as the Falcon began to gain altitude. "Relations are the least of our worries right now, Selina. The point is we have successfully come to a consensus." Yusuf replied. "Besides, there are more important things we need to deal with right now." "I'd wager that one of those 'more important' things is getting used to your new job as a member of the GSU council?" "It isn't exactly easy adjusting to a role that's so detracted from the front lines. I prefer leading my ships into battle, not sitting back and issuing orders from the safer confines of a fortress." "So you're complaining?" Selina probed. Yusuf paused for a moment, pondering. "No... no I'm not." He replied as he looked down at the city below him. |
