If you want to grow, you need money. The UNSC was flowing with credits. This was well known to Atir. She wasn't going to let this opportunity go to waste. Ever since she came to this Galaxy, she had it out for the UNSC. Even had hopes and dreams of killing local leaders. Her hopes and dreams consisted of being the number one crime lord in the Galaxy.  She even wanted the Demons to think twice on stepping on a planet, when she controlled the criminal network on the planet.

The slums of Reach where a perfect target for her Racketeering Efforts. The down and dirty folk were easy to pinch. Their money wouldn't be the problem to get but it would be the authorities. She was already wanted for murder of 6 ONI agents. She couldn't wait around anymore as she didn't have the resources to fight them at all. She had to make her move now and start digging in.

She's couldn't help but laugh at how simple it really was. How much the UNSC had screwed over their own kind and left them open to gang   influence. The racketeering network was set up all over the slums. Gambling rings were built so that people became addicted to games and couldn't stop wasting their money.

There was enough people winning that people were oblivious that it was rigged. All Atir had to do was sit back and watch. It was just simple dice, card, fighting, and other forms of betting games that were sweeping the slums. She was making a lot of money and soon it would be enough to expand their operations.

Of course, before she had a firm grip on Reach, she had to set up 5 different networks and the first was always the hardest to set up. Sooner or later, it would mean striking at authorities and begin corruption efforts. Buy out politicians and military officers.

She kept that worn out building as her head quarters for now. It was deep worthiness the slums and it looked nothing like a base. It looked abandoned and empty. However, she wouldn't keep that as her base for long. She had many plans in motion

She stood in the upper sections of the warehouse as she glanced over the incoming paperwork and numbers. Bags on cash were coming in every 5 hours and her gang numbers had grown from 22 to 50. There were more than enough criminals that were looking for a leader but at the sametime she knew she had to fight other gangs.

" what's the status report within target location?"

She asked as she never took her eyes off her paper work. A man was behind her as he was leaning against the wall. He was messing around with a knife as he was cleaning his fingernails.

" All racketeering efforts have a firm grip on the slums. The poor can't get their fingers off our games and the money keeps rolling in. Sooner or later, we'll be able to expand into the richer districts. Even the UNSC won't be able to stop us."

She smiled as she liked that sound of progress. Then it hit her, where the hell was Bambi?

Elias' mom had always told him not to get involved with gang activities. She said it was bad for the soul or something like that. However, Elias' mom wasn't there to tell him to find a decent job and try to teach him to cook something more than spaghetti or cereal. So instead he manipulated earth magic to dig a small room below Blue's warehouse to start restoring his magical arsenal. It sucked not having photographic memory, but Elias liked to consider himself a rather clever person, so in the days that Blue spent building her criminal empire, Elias managed to rebuild a few of the handier spells.

Of course, his presence wasn't left completely unnoticed. Elias found himself creating a number of simple magic items to help some of the less skilled gang members with their scamming activities. Dice rigged to roll what the dealer wanted, fighter's tape that added force to a wearer's punches. HIs favorite, though, was the clamor gloves, enchanted to avert people's eyes from the wearer's hands. He didn't think any of the trinkets were all that great and certainly nothing Elias would use himself. Though he could feel the gang members warming up to him even if it was only for magical trinkets. He was pretty sure many of the gangsters had never seen a wizard before.

Aside from that, Elias was getting pretty stiff. As exciting as magic was to research and experiment with, he found himself itching for the adrenaline rush he had experienced back at the airport.

He activated a telekinesis spell built into the wall of his little subterranean room, moving a slab of stone from a corner of the ceiling and climbed out on a rickety old ladder he had found in a nearby alley. His sudden appearance startled a tough looking man standing in the corner close to Elias' hideout. He nearly slicing a his hand open with the knife he was holding.

Blue said something about having to be able to expand their ring into richer districts. Elias thought he understood what was going on, but sitting in a little underground room and making magic trinkets kind of removed a person from reality.

"Yo Blue," Elias began, "Is there anything more fun to do than sit around and make trinkets all day?"

The skies of the slum were suddenly filled with the almost discrete sound of blades spinning in the air as multiple Falcons flew over the derelict below. The three Falcon utility helicopters lowered their altitudes and began to fly low over the slums. Similar to regular military Falcons, these were slightly redesigned for use by the civilian authorities on Reach. Bearing a darker colour scheme and the word "POLICE" painted in white along the undersides of its wings.

The Falcons finally stopped and hovered over what they were looking for: the stolen Warthog.
"Dispatch we have eyes on the objective," Sergeant Warner reported into his communications device. "Proceeding to investigate, over."

Sergeant Warner was onboard one of the three Falcons and was assigned to oversee the apprehension of potential criminal terrorists that had arrived on Reach a few days ago from Earth via civilian freighters. Warner switched the comm channel to local and contacted one of the other two Falcons. "You're clear to land, but keep your eyes peeled. We'll watch the skies for you. Inspect the Warthog for any rigged explosives and then fan out and search the local structures."
"Yes sir."

One of the Falcons began to lose altitude and finally hovered half a meter above the grassy area beneath it. Five military police officers piled out of the aircraft and made their way to the Warthog. Two of them reached the vehicle first, an act which caused the remaining three to form a small perimeter around the Warthog, searching for any signs of activity. The Falcon that had landed gained a little altitude until it was around 10 meters in the air. One of the officers had chosen to stay on the vehicle and manned one of the side turrets on the aircraft, inspecting the area for trouble.

A sudden voice had caught her attention. She turned around and there was the wizard. A big grin grew across her face as she rested her hands on her hips.

" if it isn't Bambi! I was thinking about you. Indeed, we do have some things planned for the pigs that will get in our way. Sooner or later all military personnel will come for their little toy car. Sad though...I was liking that stupid thing with its broken window..."

She said as she tossed her hands in the air in annoyance. She walked over and looked across the street to where the vehicle was located. In an abandoned lot. She knew they would come for it but not when. This was a test, to see how fast their response time was.

In minutes, her question was answered. The area was filled with sounds of the Police coming for their vehicle. She smirked as she watched them hover right over the vehicle that was stolen. One was landing and dropped off a few soldiers. Sadly, it went right back into the air.

" Hey, would you like to try an experiment? What happens to soldiers when faced with a few barrels of gasoline and explosives rigged with pieces of metal? Let's watch and find out."

She said as she signaled the rest of the group to move out and move to the next hideout. This place was blown and the trap was only meant to send a message. She hoped they recieved it. Catch me if you can.

As the soldiers came close, there was a letter on the vehicle. It said, " let's play a game. How fast can you run?". Inside were 2 barrels of gasoline and explosives all rigged to explode. She held up a device and pressed the button.

" and the pigs went wee wee wee all the way home"

A large ball of fire exploded out of the car. Sending pieces of shrapnel in every direction. She smiled and laughed to herself as she tossed the device and ran after her men.

"Come Bambi, I'm sure that will keep them busy.

Blue broke into a smile as Elias climbed out of his makeshift basement while carrying his spellbook and staff. He suddenly felt self conscious about the messy stubble he had started to grow while living in the warehouse.

"Awesome" he managed to reply, shoving his spellbook in a satchel he had found and in a dumpster and repaired the previous day. He had been looking forward to testing out how well his mending spell worked.

The wizard stood in awkward silence for a few minutes before the dull beat of falcons faded in from the outside. Then Blue spoke again. An experiment, she suggested, how many soldiers are killed when two barrels of gasoline are rigged to explode? Elias contemplated the question for a a minute as they heard a pair of falcons land and a the thud of boots advancing through the alley behind them.

"A lot I guess," Elias said, "Probably five or six if they're close enough." He paused for a moment "Isn't a trap like that kind of a dick move?"

Blue didn't bother responding before pressing a detonator in her hand. The the explosion's shockwave shook the building. Elias didn't waste any time with his own moves. He quickly pulled out his wand and began weaving a shield of air designed to slow down bullets. Since he was working on the fly, the barrier would only be able to slow the bullets down the the speed of BBs, but it was a malleable shield and he would be able to protect multiple people with it.

The moment he finished preparing the spell, he hurried to follow Blue and the rest of the gang.

As soon as the two soldiers had closed in, one of them spotted the message and read it over before his eyes settled on the barrel. Only then did he comprehend the message's meaning.
"It's rigged! SCATTER!" He shouted to the other ground troops as he ran for it himself. The explosives went off quicker than expected though, and three of the five were thrown to the ground with the other two having spread out far enough already to evade the blast. The two closest troops had been injured by the shrapnel that had been thrown their way with the third sustaining minor injuries. All three Falcons instinctively veered away from the explosion in response.

Sergeant Warner looked down as the three troops tended to their wounded before contacting one of the other two Falcons.
"Did you get that?" He asked one of the technicians onboard.
"Affirmative. The radio frequency emanated from a structure close-by. Uploading nav-marker now." A navigation arrow popped up onto each Falcon pilot's Heads-Up-Display.
"Foxtrot 519, you stay on station and evac the wounded. Foxtrot 517, you're coming with us." Warner ordered. Foxtrot 516 was his Falcon's designation.
The two Falcon's flew over the building from which the explosion had come. After exchanging some radio chatter between the two, Warner's Falcon backed off a little and gained some altitude. In this time, Warner had readied his sniper rifle and now had a clear shot at the building.

Foxtrot 517 meanwhile had lowered slightly so that it was now 10 meters above the building. Soon, ropes started to come down and five marines descended down them, before jumping through the windows of the hideout. As the troopers all entered, they moved in formation and scouted the entire building within a few minutes.
"Empty." Came the report.

"Sergeant, I'm reading heat sigs moving fast. They seem to be moving toward a building South-East side. Shall I pursue?" Warner's pilot asked.
"Affirmative." Foxtrot 516 veered away from its position and began to pursue the moving targets. Warner meanwhile kept his sights on the ground, looking for any signs of activity.

Atir was running, she knew that the empty warehouse would only buy a few seconds but it definitely was enough time. She turned the corner and opened up a side gate that went underground. The building was enough to hide them from the ships for only a few seconds still the flew over  " Group A, keep running and keep them chasing you. Once you get them into the cross zone. You know what to do. I'll flank from behind and I'll support you." She said as the group all nodded their head and kept on running.

She and a few vanished down the cellar. " come on Bambi! We can't out run those buzzards. But we can outsmart them!"

This little game of hers was just to distract them. The more chaos she created, the more police would focus on the Chaos. She had other plans in motion. She was definitely going to leave an emotional mark once everything was done. She was going to make sure they knew her gangs name and feared it. As she was running down the under ground tunnels. She came into another section of the tunnels that were filled with weapons, weapons that were bought by the money gained by racketeering.

The men ran up and began to arm themselves. Atir turned towards Bambi. " you wanted action. I'll give it to you. The men and you will follow the rest of these tunnels and exit out within the arsenal container of the Police force. While I keep them busy and distracted, you will rob them blind."

She said as she patted him on the shoulder. She also pointed into another room and all of his work was in that room. Since they abandoned the base and moved out. She had his things moved as quickly as possible. The men outside were all scattering within the crowds of people. They all moved either the crowd and all had weapons. Atir came out a hidden entrance that was built into someone's house. Making sure that it wouldn't be seen. She held an rpg and she aimed out the window. Once they came into view, she smiled and fired at one of the buzzards.

Elias didn't bother to look back as he ran after Blue. She opened a gate into the sewers and called for him and a few others to follow.

They were going to distract the Police and cause chaos to make the gang's name well known not only in their sector of the slums, but the entire city. Elias didn't know much about gang politics and such, but he figured that the more quickly the gang got control of New Alexandria, the faster he would be able to get out of UEG space. Blue patted him on the shoulder and showed him where their new hideout would be.

"Good luck," He called to Blue as she ran back outside.

He turned towards the gang members Blue had left him with.

"Alright guys," He started, "Once we get to the arsenal, grab whatever guns you can." He raised his makeshift staff and a sly grin crept across his face. "And I'll burn the rest."

Elias conjured a pair of lights. One ahead and behind the group as they ran through the sewers towards the arsenal. Most of the gangsters weren't as adverse to running through shit filled sewer water. Elias hadn't had the time to weave detection wards throughout the slums yet, so he had no idea where any of the cops were. Hopefully, there wouldn't be many guarding the arsenal.

Elias reached an arrow with a blue arrow next to it pointing up. A symbol, he knew this was the place..

"we're here," Elias said. The group of five gangsters behind him grunted in approval. Elias didn't waste any time sending a blast of wind to pop off the manhole and conjuring a barrier of mana strong enough to block bullets and climbed up, clutching his makeshift staff in one hand.

Once Elias reached the surface, he conjured a blast of wind to knock the two police guards to the ground before either could ready their guns. The other members quickly followed him out and with a flurry of pops, filled the police officers with lead. Elias nearly gagged at the sight and hoped no one saw him.

"Grab everything you can, I'll take care of the rest" Elias said, pulling open the doors to the arsenal. He produced a small stick of chalk from his pocket and began drawing runes of fire on the floor and walls while the rest of the gangsters loaded up their bags with guns, bullets, and explosives.

The two Falcons were at this point in pursuit of the group of criminals designated "Group A".
As they tailed the group, tracking them with motion trackers, David Warner contacted the other Falcon.
"Break off from the chase, gain altitude and cover the slums while we go in." The Falcon complied.

Meanwhile the third Falcon had successfully evacuated the wounded soldiers and after unloading uninjured officers, flew off to get the wounded men to the hospital. The men then began to make their way towards the other two Falcons, using the different buildings as cover.

It didn't take long to catch up to them Group A were on foot while they were in choppers. As they reached whatever building or shelter Group A had taken refuge within, David Warner took the chance to address the criminals through microphone.
"This is the police! Lay down your arms and exit the building with your hands above your heads. This is your first and last warning! You have 7 seconds to comply!"

As the rocket flew through the sky, it almost missed it's mark. The Missle had hit the wing of the ship. Atir frowned a bit as she looked at the now empty RPG. " Really...I missed?" She said in sheer annoyance. She three the rpg out the window and ran back towards the door. She grabbed a belt full of grenades and turned as she glanced at the window. She smirked as she had a change of heart, she wanted to jump "balls deep" into the enemy. She turned and ran towards the window. Jumping out of the window, she bent her body as she landed into a roll on the ground. She pulled only one pin on a grenade and tossed the entire belt towards the now smoldering ship. She then turned and bolted. The commotion was grabbing enough attention from the police force. Giving more than enough time for her other group to steal the right amount of weapons. She then pondered if the boy could be fully trusted, he was an unknown variable at the moment.

She couldn't grasp if he was loyal or simply out for a quick payday.  She ran through the crowd as she made a few hand motions towards the smoldering vehicle. The other gangs members nodded in agreement and opened fire. The true surprise was seeing the Police having their own firearms used against them. This distraction had to keep up and she was going to wait for the signal over the coms channel. Once the signal was given, the gang would then vanish underground and remake the headquarters and begin pause 2.

Elias was better prepared for chaos as the day moved along. By the time he heard the first explosion, he didn't even flinch. A bit of improvement in Elias' book.

The wizard kept watch, making sure no more police officers dared come near their arsenal, although it seemed most of them had already run away, or were out dealing with Blue and her portion of the gang. Elias figured the explosion was her fault, anyway. No one other than the looters at the Police arsenal could possibly be carrying that much explosive firepower. If you didn't count Elias, that is. He had a lot of raw magical power to toss around and he knew it. What mattered was how careful he was not to kill anyone. That much power can fall out of control very quickly.

"Bambi, we've finished loading the bags," One of the gangster said. He was a fat guy who carried a katana and an antique revolver.

It still bothered Elias that he had no idea what a Bambi was. It's like the whole gang was in on some joke and no one was telling him what it meant.

"Good," Elias replied, "Let's get back underground and head towards the meeting point." He motioned for all the gang members to hurry down the storm drain. 

Elias paused for a moment to detonate the explosion runes. He didn't really want to kill anyone, but he certainly wasn't against a bit of chaos if it helped blue. Raising his hand towards the crate and clenching his fist, Elias released the magical forces he left pent up in the arsenal, launching a super hot stream of flame over thirty meters tall, more than tall enough to be seen over the rooftops of the slums. The force of heat even melted what remained of the equipment inside, though Elias didn't wait to check when the fire died down. He wasted no time jumping down the drain and replacing the storm cover before jogging with the rest of the gang members towards the meeting point and the second base.

As the rocket struck the wing of the Falcon, Sergeant Warner was instantly thrown back against the floor of the Falcon. The sudden jerk also sent a few military police officers tumbling off the Falcon and down to their deaths while a few still held onto the side.
"Our right wing's been hit! We're losing altitude!" The pilot yelled over the comms.
Sergeant Warner looked around the city before spotting a wide open, almost empty road.
"There! That street! Try to bring us down over there!" The Sergeant said over the comms. As he did so, he set a waypoint on that specific road which appeared on the pilot's HUD.
"I'll.. I'll try!" The pilot replied.

But then came another explosion, this one slightly smaller and from underneath the ship. The explosion tore through the underside of the Falcon and the remaining officers that were holding on were either killed by the blast or thrown off to their doom. Sergeant Warner himself was thrown off the Falcon and only just managed to grab and hang onto the barrel of one of the Falcon's side mounted gattling guns. With one arm on the gun and the other holding his sniper rifle, Warner frantically looked around and realised the Falcon was completely out of control - heading straight into a building.
Thinking fast, he jumped off and landed onto the roof of another smaller building that was directly underneath him. He then got up and watched the Falcon crash into the larger one, going up in flames. Shaking his head, he turned away and examined the streets.

Meanwhile, the second Falcon that had gained altitude spotted Atir as she bolted down the streets and gave chase until she led them to the captured police armoury. As the gang locked down the armoury and began to fight against the local police force, the Falcon pivoted so that its side was facing the direction of the armoury. The soldier on the side mounted gattling gun then opened fire down onto the gang, his aerial superiority and heavy armour piercing rounds offering him a great advantage.

As the gun fights began, so did Atir's plan. She took the flare gun and fired it up into the air. As the flare shot up into the sky. She then pointed her left arm at the Buzzard and fired a bolt of energy at the Gatling gun, destroying it. She just revealed that she was a Void Magic user, though, she wished she hadn't used that ability. However, given the circumstances she had to use it. Electrical Smoke grenades were tossed out to cover the gangs retreat. They had already gotten what they came for and she knew Bambi had left. As the gang began their retreat and the smoke from the grenades covered everything. The electrical currents covered their tracks from all forms of technology.

A large explosion rocked the Weapons depot. Atir only stopped for a second to acknowledge the explosion but she had to keep moving. She couldn't risk being caught now or being shot ans using her Void Magic to heal herself. If there as a chance that they could track magic being used, she couldn't risk it. She bolted down into the sewers of the slums, all of the gang members did. They knew how to vanish and they knew how to keep out of sight. That one Spartan, the only one that seemed to have a grasp on the situation and how he prevent himself from falling to his death. She made note of him.

As she made it towards the meeting point, she came into the gang that had been with her. They had no intentions of fighting the UNSC as of now. They weren't ready yet but with the raid on the weapons depot, this would help with the next step. " Ok, everything went according to plan and we definitely pissed them off. However, this is only the first step of our plans. We meet the other group at the next Hide out and we work from there! " She said as she waved everyone on as they made their way through the sewers.

With any luck, Blue's mission went just as well as Elias' had. He could only hope that Blue and the rest of the gang hadn't been hurt while duking it out with those UNSC police Falcons. Although he doubted they opened fire. No police officer in their right mind would risk injuring civilians to hit a gangster with few explosives and guns. Maybe the metal arm would warrant a few bullets before tasers and questions.

Needless to say, Elias was relieved to see Blue running down the sewers and did a friendly wave to show he and his gang members were okay. Blue stopped for a moment to note that their plans had gone perfectly; they had guns and made enough noise to receive possibly exclusive attention from police special forces. She started leading the gang towards their second hideout. Elias jogged a little faster to catch up.

"So what did you think of my explosion runes," Elias asked, "wasn't it a pretty neat touch?"

By the time Sergeant Warner had managed to arrive at the site of conflict, the fight was over. He cursed under his breath as he saw the emergency services cleaning up the mess left behind. The police building was now in ruin - explaining the explosion that he had heard moments earlier.
The other Falcon had landed and a few troops were gathered around it, one of its guns blasted clean off.

Warner jogged up to the Falcon, the troops turning around to the sound of his footsteps.
"Report" was all he needed to say as the troops filled him in on what had happened in brief detail. The gang had escaped and there were multiple police casualties. One of their own had also been rendered KIA through some unknown attack from one of the gang members. To make matters more frustrating, all of their tracking devices had conveniently failed though the pilot of the Falcon speculated there was some sort of jamming device being used.

All in all, it was clear they had lost. Warner gave them the order to finish up with whatever they were assisting before preparing for dust-off back to base.
