Basically an idea I've had sitting around for a while. A wizard council we could implement that would add a little bit more dynamic to the magic side of things: a council of wizards who enforce five laws of magic designed to prevent people from falling into the dark side of magic and enforcing their law with an instant death penalty and the unique powers of anti-magic.

Description:

A once secretive organization of wizards from nearly every known race dedicated to unlocking the secrets of magic, the Council of Wizards has recently chosen to reveal itself to the galaxy as a self-proclaimed authority on all magic. With a moon-sized library fortress locked away in a pocket dimension, the Council offers education to any sufficiently powerful magic user and utilizes a corps of magical enforcers known as the Specters to enforce their laws of magic. With the powers of anti-magic, the Council aims to protect the galaxy from dark forces and destruction by forcing all magic users to abide by their laws of magic designed ultimately to prevent people from flirting with the darker powers within the galaxy. Many might view their no tolerance policy on the breakage of their laws as oppression or limiting freedoms, but in the eyes of those true to the council, they see these laws as the only thing standing between the stability of the galaxy and the destruction of the material realm. It is led by a council of nine senior wizards whose goal is to further broaden the horizons of magic and uphold the laws of magic.


How to join:

Any magic user adept and above is considered powerful enough to join the council. When they do, a Council Specter will seek the user out and give them a test to assess their power while educating them on the laws of magic. If the user is found to have broken any laws of magic, they will be given a black mark which will notify the council if there is any further breakage of the laws. Upon entry, members will be provided with a specially tailored amulet linked to their soul, thus making the item impossible to lose while also providing them with access to the Wizard Council’s pocket dimension from anywhere in the galaxy. A council member will be given access to all public areas of their library-fortress as well as food and board should they desire it while learning. However, a member of the white council is not required to spend all their time inside the library-fortress. In fact, it is encouraged that the magic using members spend time in the real galaxy in order to build on their experience with using magical forces in reality.

Ranks:

Senior Council: a ragtag band of seemingly ancient beings, each masters of the magical arts. The senior council is the ultimate authority in the wizard council, it consists of nine beings, each elected for their specific expertise in magic which may contribute to the whole. Any matter that can affect the council as a whole is voted on by these nine members. The odd number ensures a decision will always be reached.

Specters: The specters are mysterious in the eyes of the regular council members. Cloaked in white robes specially enchanted to boost their physical abilities and defenses while bearing a specially tailored artifact to nullify a target’s magical ability. In addition to that, each is an extremely talented combat mage and they act as the judges, jurors, and executioners of the laws of magic. They are ruthless and uncompromising in the face of breakage of the laws. No more than 200 specters are alive.

Member: The basic rank most people are when being a part of the wizard council. Members have no real obligation to the council aside from obedience of their laws. Otherwise, council members are free to affiliate with anyone they choose and live as they wish.

The Library: The council’s library is located within a specially crafted and shrouded pocket dimension. It is designed chiefly as a place of learning, but it also doubles as the fortress of the Council, a symbol of their knowledge and control over the forces of magic. It is separated into three main areas: The Basement, the Chamber, and The Tower. 

The tower is the smallest of these areas and is private housing/training for all Council Specters as well as the meeting place for all Senior Council members. Most wizards are not allowed in the tower except for very special occasions

The Chamber is the largest section of the Library, it consists of all resources required for magical learning. Workshops, greenhouses, libraries, and any conceivable room related to magic. Of course, there are also magically stocked kitchens and boarding rooms for extended stays at the library.

The Basement is little more than a folk tale within the Council. Some say it is a secret library dedicated purely to the research on the dark arts, others say it’s the source of the Specter’s Anti-magic weapons, even fewer claim it’s a prison for those dark beings deemed too powerful for the Council to destroy. Regardless, if one were to ask the senior members, they would denounce any knowledge of such a place, dismissing it as nothing more than a conspiracy theory and that the council stands to uphold the laws of magic.

Contrary to what most believe, there is an entrance to the pocket dimension in the physical realm, located deep within uncharted space. That is the point that ties the pocket dimension to the real one and provides it with the magical energies required for the place to sustain itself the council and specters will not deny that the location exists, but they will ensure that the precise location of the gate remain an ultimate secret, as anyone who discovers it might have the power to invade the council itself.

Notable Tools:

Amulet: An item that all members of the Wizard Council have. It identifies them as a member and each is specially designed for the magic user’s soul, thus making them the only true owner of the amulet and providing them with a medium with which to access the library.

Spectre Blade: Not necessarily a blade, but it’s a formal name and the most common shape this tool takes. It is a medium specially designed for each Specter which allows them to cast the specter’s unique anti-magic.

Laws:

1. One shall not steal the soul of another living being, even after death.
2. Thou shall not commune with a being from between universes.
3. Danger to the galaxy through magical means or other will not be tolerated.
4. Do not use magic to kill without justification.
5. Another sentient mind is never to be enslaved.

I am definitely for this. It would have a huge immersion impact on evil factions and add more lore/plot ideas.
