Culture
Many Khajiit have a "finders keepers" attitude, leading many of them to become thieves and criminals. Because of this, many other races in Tamriel distrust the Khajiit and many cities won't even allow them inside the city walls.

History
Like the Argonians, the Khajiit were once a slave race, used by the other races for whatever they wanted and seen as lesser by almost everyone around them. This eventually changed with the formation of the Empire and outlawing of slavery.
