Masters are able to put forward lower tiers for promotion by their single approval alone. This is then voted on by all the Masters in the faction, and then afterwards by Staff. If the person in question does not belong to a faction then other Neutral Masters and Staff Members are the main votes. @DefaoxPromotion to Master requires the recommendation of another Master+, and a vote of Masters/Staff as stated in the rules.
