Due to the nature of the adhesive there have to be two seperate rounds to account for worlds oxygen rich and those without oxygen.

Description
In the search for more, and better, non-lethal weapon alternatives Dan'l created the WRF.  The round is fired from a standard 20 mm grenade launcher.  A proximity sensor in the round causes the round to shed its exterior.  What remains is a fast moving foam that quickly spreads out to approximately 4' x 4' x .5'.  The foam is essentially fast drying adhesive that will stick to anything it touches and hardens to a tensil strength as tough as steel. There are two different rounds that have been created an a and a b round.  A rounds harden in the presence of oxygen while b rounds harden in the absence of oxygen.  The different colors of the grenades telling the usuer round they are using. Brown rounds for type A (notce the O in brown) and green rounds for type B (notice the lack of O's) Because of the tensil strength of the round it has been used for a variety of unintended purposes.  Rock climbing and patching holes in vehicles to name a few.

Should be a quick approve but you never know....

Seeing as your ammunition is two different canisters loaded into a grenade launcher, you should probably list the ammunition as a and b type canisters.
