Built by the Norma Cartel, Tortuga is a haven for smugglers, pirates and most criminals. The largest pirate crews meet here to co-ordinate and talk. There is now law here but the pirate code, wherein murder or stealing without reason is forbidden. If it's illegal, it's found here.

A space station the size of a small planet, Tortuga is a pirate haven. It is in Cartel space, so no other galactic law enforcement has power here except the Cartel's own security. If you've crossed the Cartel or you're a cop, you'll be unwelcome here.
