Frankenstein has grown and implanted an organ in his own body that allows him to control every cell in his boy with thoughts alone, the organ is located in his thorax and is around the same size as a heart. So long as Frankenstein can consume biological matter this organ can produce stem cells which can then be specialised as he pleases, for example hair, claws, or even wings. The drawback to this however is that because he's forcing the body to grow at a vastly increased rate it uses up a lot of energy and nutrients.
History
Since the beginning of his scientific career Frankenstein had a rather unhealthy fascination with human enhancement and genetic engineering, and he wasn't too shy about experimenting, be that on himself or others he didn't care. Once this was found out he was driven off of the planet where he'd grown up and into space, a place of far more opportunity and discovery, a place where he could discover far more interesting organisms to add to his work.
