Diplomatic meeting of Zaga'rath and Elipso

 [Senate Session Start] JAN-21-2564 14:00:00 UTM

"Ooo-order, o-order!", the words belted out of the Senate chairman. He cleared his throat, "We have come here today, strangers no less, to seek partnership in these darkening hours. It has come to our attention that the Demonic Crusade and Seraphim raiders have been sweeping this galaxy ravaging all in its path. The hour has come for us to unite, us who were so bold to leave the UNSC for better things, us who strive and reach out to the stars, us whose strength will provide a stronghold amongst this enduring chaos!". The giant audience chamber erupted with roar and passion, cheers and shouts, beatings of the desks and stamping of the feet. "NOW, NOW! ORDER!" the chairman's microphone was notched up to speak over the noise. "I would like to welcome the first speaker, President Seil Jones of the Zaga'rath Republic". The plump chairmen promptly shook Seils hand as she marched on stage, then took a seat at the back.

After Seil shook the chairman's hand she gracefully rotated on the balls of her feet to face the chamber audience. "My colleagues, thank you for coming here today, it is a unique event and hopefully one we will remember". Taking a swig of water from the crystal glass on the podium she continued. "I have just had recent reports that The Comet station has been raided by a Seraphim clan named 'Kunrath'. This. This is just the example to understand that the galaxy is becoming a dangerous place, a place that soon will be hostile to human-kind alike. Zaga'rath is strong, we have built much more then just a home, we have built a way of life! But we cannot do this alone, we must expand beyond our current standing and forge a castle among the stars to fend the chaos that brews!" She caught her breath. "Both the Zaga'rath people and Elipsian government have come here today to sort more then a truce, more then a alliance or partnership. We have all come to build a Federation! A Federation of colonialists where we will improve our military strength, improve our technology and resources, agglomerate our greatest scientists and create a force of power and might!" The audience clapped ferociously and Seil slowly and nonchalantly brushed the lapel of her suit like it was nothing, "I would now like to welcome Commander Roger Marr onto the podium".

Out of the shadows that loomed the sides of the stage came darting Commander Roger Marr accompanied by two personal guards of EOE division. His posture was of a man that lived and breathed military, a man that has taken countless lives. Shaking President Jones's hand he whispered something in her ear, she nodded. "Thank you President Seil Jones for the introduction". The Commander took his time scanning the audience without blinking. "Now we have covered the fluff of why we are here, lets talk about what are we actually going to do about these rising threats. Yes yes, a federation is all very well Seil." She gave him a darkened glance. The Commander carried on, "But this Federation needs a new political system, a structure as you will. Who holds the power? Zaga'rath? Or maybe Elipso?". He started to pace across the podium. "And what about the military? Are we going to disband our ways to suit others? Give our power to others to leave Elipso undefended?" He was making this purposefully difficult Seil thought sitting at the side of the stage. "Now, I am just raising a point. How is the new Federations military going to be fairly dispersed? And is this new Military going to be at the cost of our own?" The Commander waved at Seil to speak.

Seil stood hesitantly, pissed off that the Commander waved at her as she put it like a dog. "Thank you... Commander" trying to keep her dragon-ish temper hidden. "While much of the organisation and logistical structures of the new federation are being currently drafted up by, both, Elipso and Zaga'rath military leaders as you know... I shall cover some of the key points for the Chamber." She marched further towards the Podium and the Commander, who backed away. "We have decided any members of the Federation will formally disband their own military and integrate it into the Federations own. Based on the parameters of danger level, planet size, planet resources and production-factories we will decide how much military force a planet may have around it. But the idea of the Federation military is that it is flexible and able to come to the aid and defence of Federation planets within a very short time. The problem is, if we have each a independent military force then Federation planets will be firstly more reluctant to give each other aid, and secondly each of our military forces will be weaker and more disorganised, and frankly useless in the fight against darkness".

The Commander, still standing adjacent to the podium, took the chance to speak as Seil paused."President Jones." His voice rung with more respect, "you defend your points well and I commend you for that. You are also correct we need to unify as one, while we have different cultures and ways the strength of unity cannot be forgotten". 

A voice coming from across the stage interrupted the Commanders speech.

The man swagged across to the podium, small pockets of applause rang from the senate chamber from the more ruffian figures. The Commander gave him a stern look, but nodded to continue. "Thank you Command-eer." He gave a wink to the audience. "We free men, so to speak, where do we fit in all this? I get, I do, I get that if those red horned bastards come ov'or here we're going to lose out on our trade and such if you know what I mean. Even Se.. I mean President Jones brought up the fact that our jolly home got raided by some Seraphim twats."

The Commander nodded, "your symbiotic relationship with Zaga'rath has shown its fruit. But I highly doubt your use with the federation."

"If I may" came a deep voice of a man casually lifting himself from his chair at the back. "Commander with all due respect, this man brings a good point." Luke nodded towards Sash who was now picking under his finger nails, but beneath the act listening intently. "The outlaws are numerous in numbers affiliated with no-one, spread out amongst the galaxy. See their potential!" His hands gestured towards the senate chamber, "Why not use them within the military, a branch of intel gatherers and saboteurs? Privateers of sorts for a better word!"

Sash looked up, privateers drifted across his cluttered mind. "General is it? Thank ya-r for ye defence, I think we could come to some sort of agreement." Sash smiled at Seil who nodded back in approval, she understood the outlaws importance first-hand. Now scratching his stubble Sash continued "Privateers of the Federation, we can draw up the details later but my point is give us the freedom to operate and we will openly attack" Seil coughed. "Defend if ya-r like" Sash quickly overprinted "any Seraphim or Red horned things that wander into our territory? We get to keep the loot and ships of course, and you get to be defended. Win-win if you ask me." The ruffians of the senate chamber laughed.

Seil kicked into the debate again now with less of an act and more blunt force, "This relationship may continue to be useful, but remember not to over step Sash". Now the ruffians of the chamber began making boo-ing noises.

The Chairman chirped up, "Order! Members of the chamber the open invitation allowed you to listen NOT participate. Now please quiet down!"

Seil nodded towards the chairman and took a breath. "When the Darkness comes, and come they will, who will stand up to stop them? You, your family, and your friends will be dead, slaughtered without mercy if we don't act now. We must come together. We must put aside our differences and swallow our pride. We must stand tall now as others fall. And if we must go, we will go with wrath and sword screaming into this dark night that we did fight, fight for what is right and true. Let this Federation mark a time of strength of not just humans but all species that stood independently, but now never alone!" The crowd stood silent, realisation translated through the passion of the speech. The Commander began clapping followed suit by the senate chamber forming a thunderous roar.

With that the first Federation senate session ended, others took place across the days debating the organisational structure, military, resources and mining, law and allocation of power alike. The resulting outcome of the senate session formed the first edition of the Colonial Federation Law and Organisation drafted up by both Elipso and Zaga'rath governments.
