| Project name: H&M: Huginn and Muninn
Description: Project H&M originally existed to observe magical creatures and phenomenon, on a small scale, to ascertain if there was any military value to be gleamed from them and then report its findings to ONI. Fortunately for the project’s miniscule research team they were forgotten about in the turmoil and upheaval caused by the UNSC’s merger with the Alliance of Kings. Thanks to this turmoil, and the mass reaping of ONI staff, the project found itself with ZERO oversight. Yes they had no oversight whatsoever yet were still receiving a budget as the project technically still existed just the members of ONI responsible for overseeing the project had been fired.
Taking advantage of this lack of oversight the project’s Director, who had originally just been second in command, stepped forward as the chain of command resulted in him being the project’s Director. He began rapid expansion of the project reaching out to now unemployed ONI agents and hiring them on. Taking advantage of the skills these ONI agents brought to the project it essentially disappeared going underground to work upon its new goal. The new goal the project assigned itself was to observe and experiment the improvements that could be brought about by bonding human test subjects to creatures with magical abilities or born by magical phenomenon ideally ones lacking physical form.
The question now is how does the project go about doing this and for what purpose? The reason why the project decided upon this objective was simple: the advancement and development of the human race. In this new situation were the technology of the UNSC was now working with the magical science of the Alliance of Kings it seemed that technology and magic would only continue to get closer together until synthesis occurred. The Director was determined to be at the forefront of this and was eager to be the man responsible for bringing it to fruition. Of course that is due to his selfish desire to actually be remembered for something.
The “how” is the final question to answer. The project knew what its goal would be but struggled figuring out how to bring it about so they looked at the Spartan project and ask themselves “How can we incorporate magic into this?” and stumbled upon the solution: the ability for Mjolnir armour to house A.I assistants. Of course instead of housing A.I they decided to change it up and bind elemental spirits to the armour but of course that was only the solution to one problem: normal humans could not wear or use Mjolnir armour. So the project went back and, thanks to the former ONI staff managed to acquire Mjolnir armour, began reverse engineering the well-known Spartan armour. Ultimately they succeed in creating a watered down version of the Spartan’s armour that still increased performance in military roles.
With their armour in place they began, thanks to the expertise of mages from outside the now formed GSU, to bind elemental spirits both to the armour but also directly to humans. That way they would be able to send their test subjects out into both combat and non-combat roles to generate as varied an amount of data as possible. That was five months ago and the tremendous pace of Project H&M has put them in a perfect position to reveal their existence to the majority of the GSU and the galaxy at first. Oh boy and it will not be a subtle reveal either H&M have gone past the point of subtly now and are very eager to go “Look at the fruits of our labour!” Of course GSU may not be happy about it…
Organisational structure: The structure of H&M’s organisation is based upon numbers and letters. Each division is alphabetically named (A, B, C so on) with a grand total of three divisions. The three divisions are: field (A) intel (B) and support (C). Each member of staff inside said division is then assigned a number to denote their rank going from 1 to 100. A-1 would be a higher rank than A-10 but couldn’t be compared to a B-2 due to the differences in their work. In fact each division are very autonomous purposefully designed to act as a backup for the other divisions
There is a lot of blurred lines between the different divisions but if you want to, let’s say, tell the difference between a support division’s staff member and that of the field division both working to acquire supplies ask yourself “who is collecting the supplies and who was responsible for arranging the purchase?” The answer would be the support division’s staff member would be the one who bought the supplies and the field agent would be the one collecting them.
The Field division are field staff each and everyone of them. Test subjects, field researchers and even something as simple as a supply runner taking things from one field location to another are all perfect examples of what falls under this division’s remit. Additionally they also run security for the project as a whole. On the subject of the field division, and keeping with the origin of the project's name, the test subjects are known as Ravens.
For the Intel division they plan the missions, set up moles and basically do all the planning work. They put everything in place and ensure the other divisions have the information they require. Simply put their job is to ensure everyone else is in the required position to do their jobs which does overlap with the support division rather a lot. Also Intel are the researchers of the project.
The support division are responsible for providing in mission support. It may be the Intel guys that make sure supplies are available but the support division bring those supplies to you. They are also responsible for getting field staff to their destinations, setting up field camps and providing evacuation if it comes to that. They also handle things like being receptionists, cooks and other “normal” employees.
